Student-Athlete Handbook - Alcohol/Drug Policies

24/48 - Hour Rule
1.  No use of alcohol on any away trips.
2. No consumption of alcohol 48 hours before any contest.  No consumption of alcohol 24 hours before a practice.
3. Any student-athlete who is arrested for an alcohol-related incident will be referred to the college counseling center, and will be immediately suspended from team pending an investigation of the incident.

Violations of the 48-Hour Rule will result in the same penalties listed under the Drug Policy.

Drug Policy
Possession or distribution of narcotic or dangerous drugs as defined by state and federal laws is prohibited.  Violations may result in suspension from competition while completing a mandatory education program with our counseling center.  A second offense may result in dismissal from competition for one full calendar year.  Distribution will result in immediate expulsion from the College.

Drug Testing Policy

Buffalo State College Athletics acknowledges the privileges and responsibilities of the student-athlete to fair, safe and healthy intercollegiate activity. Further, Buffalo State College vigorously opposes the use or abuse of drugs by students. The central objective of Buffalo State College’s Athletics Drug Testing Program is to promote the health and safety of all student-athletes and to enhance the quality of their total experience at Buffalo State College.  Through this program, the Department of Athletics strives:

1.  To inform all student-athletes and staff about NCAA and College policies concerning drugs and alcohol.
2.  To deter drug abuse among student-­athletes.
3.  To provide educationally based programs that will identify professional counseling and drug treatment programs, as well as referral to programs. 
4.  To educate student-athletes and staff about the dangers of drug use and abuse.
5.  To identify and assist those individuals whose use or abuse of drugs is problematic and who would benefit from counseling and education. 

Drug Testing: 

Who gets tested?  
All student-athletes with eligibility remaining are eligible throughout the academic year. 

What is tested?  
All drugs banned by the NCAA may be included in the test. 

How do I get notified?  
Student-athletes will be given no more than 24-hour notice to report for sample collection. The Drug Testing Policy Committee will notify athletes to be tested. 

Penalties for positive test, decline to test, or failure to show for test:
1.  Any student-athlete who declines to test, fails to show for a test, fails to complete a test, or whose drug test returns positive results will require the student-athlete to meet privately with the Team Physician, Head Athletic Trainer and Athletic Director (or his/her designee).
2.  The student-athlete will be required to notify his or her parent(s)/guardian(s) in the presence of Team Physician, Head Athletic Trainer and Athletic Director (or his/her designee).
3.  The student-athlete will attending counseling/educational training, the nature and extent of institutional counseling and medical intervention will be determined by the Team Physician, Head Athletic Trainer and Athletic Director (or his/her designee)
4.  The student-athlete may be subject to follow-up testing for as long as is deemed appropriate by the Team Physician, Head Athletic Trainer and Athletic Director (or his/her designee).
5.  Any student-athlete found guilty of the first violation of drug use will be suspended from 10% of competition immediately following the positive test.
6.  Any  student-­athlete  found  guilty  of  a  second  violation  of  drug  use  will  be  ineligible  for  50% of competition immediately following the positive test.
7.  Any  student-­athlete  found  guilty  of  a  third  violation  of  drug  use  will lose any remaining eligibility from competition immediately following the positive test.

Voluntary Disclosure:  The student-athlete is given a one-time opportunity during varsity intercollegiate tenure to declare drug use.  This voluntary disclosure will provide amnesty any penalty, with required education and counseling as determined by Buffalo State College Athletics Drug Testing Policy Committee.  Disclosure  can  be  made  to  Buffalo State College Athletics Drug Testing Policy Committee, Athletic  Trainers,  NCAA  Compliance  Coordinator,  and  Athletic Administrator.  Voluntary disclosure cannot be made once notification for drug testing has occurred.
